It's the one that adds +9 spell power to main hand or off hand item.
I added that rune and Blazing Recondite Rune also, but am not 100% sure I did it correctly. Hopefully Fog will review and/or edit and/or approve them soon.

Does anyone know where to get the recipe from? I would love to get that and make some for myself and guild.
According to http://riftcompendium.com/runecrafting/recipes/ (which is an awesome guide, btw), they both drop in xRD.
