Generally, it's good practice to read all of the patch notes (especially in the bigger ones like the one yesterday). Not everyone does, and I tend to skim a bit myself as my eyes glaze over... heh heh...
All that said - Everyone needs to scroll down, and at the very least, read about the changes to your characters. Many of them will have to retrain as a result of the changes.
So train up, and don't get caught in the battlefield with your school books in a stack by the Altdorf trainers :)
