Chapter 4 Empire PQ's to Influence Rank 2 then the Rally Master in the Chapter 4 town. It's the War Tract one. Only works for level 39 and below.

I thought that wartract would still work in guild leveling (I'm a dirty cheater)
It used to... but not anymore. Your guild still gets EXP for turning the quest in at 39, just not quite as much as it would when you could turn it in after Ding 40. There is another quest - I think its a tier two travel quest that has several steps in it... (called "grudges" or something like that)... Its an easy one, and gives 64,000exp.

Yah, you get a letter in the mail around level 19 (should be in your quest items), and it will tell you how to get started. It's maybe 4-5 stages to the quest. Each stage gives 64K exp, so in your low 20's it's enough for maybe 1-1.5 levels.
