Ok... So this isn't exactly Warhammer related... but it is computer/internet related... I just finished reading Cyber War by Richard Clark (former National Coordinator for Security, Infrastructure Protection and Counterterrorism for presidents Bush, Clinton and Bush2). The curious, and strategists among you might find it interesting.
Cyber War isn't exactly an exciting read, nor is it a tech manual. But, for someone who is a bit of a tech-tard like myself, its quite an eye opener. He describes (in relatively simple english) how the internet works, and how it's structure is inherently vunerable. He explains the difference between internet vandalism, and warfare. He also goes over the history of how the internet has already been used as a weapon (by the U.S, North Korea, Russia, China, and Israel). He discusses probable targets and the results (he especially harps on how vunerable our electrid power is, and how the smart-grid will make it even more so). He also makes suggestions on defensive measures that should be taken.
One of his biggest concerns is that by its nature, cyber warfare is inherently a "first strike" weapon, that is very difficult to defend against. Unlike the cold-war, where you have time for negotiations, verifications, and multiple failsafes - a attack by computers is almost instant.
Sorry for the rambling there... I just wanted to flag that book as a non-fiction recommended read for folk that are interested in that kind of thing :)
