Yeah, LV and ToVL are daunting at first. In the case of folks asking for more in region to do these dungeons, they are not expecting a perfect run and will be understanding of hickups. Just let the group know that you have never done them; the vast majority of the players on Badlands are surprisingly understanding and helpful. In the cases where they only want experienced people in their group they will let you know (one way or another, often with a polite "we found someone already.")
Vent is a huge plus when you are learning these, it makes it much easier for people to give out the details of each encounter, rather than trying to type it all in. If you have vent you should tag that in (like; "I've never done VL before, but I'm warded for it and I have vent.)

Have you tried stance dancing for PvE? Start at long range, hit them with take down, broadhead arrow, and as many eagle eyes as you can before they are in melee, then switch into Assault stance and finish them off with your sword attacks. This doesn't man you have to spec for melee either, your abilities in Assault should be nearly as effective as your Scout abilities - IF you switch stances.
I have actually run T1 & T2 entirely in assault stance, including RvR, even though I am a Scout SW - the relatively minor loss of dps on my scout abilities like eagle eye was well made up for by the increased armor. (Ruthlos-eth, RR79, actually plays 100% in assault stance even though he's Skirmish/Scout spec'ed.)
