Loot bags/rolls on Keep takes

Am I missing something or has the contribution window and loot roll windows been removed since 1.4? I haven't seen a loot roll window nor have I gotten a bag since the patch went live. While I'm not super worried about getting loot, I find it hard to believe that I contributed absolutely nothing on any of the keep takes. Even something saying I was dead last in contribution is better than standing there in the lord room and watching dumbly as people are opening up loot bags that you didn't even know were being rolled for.

It's broken. Only people who win the bag see it. If your in a siege with 100 people it's very likely that you will not see it at all. Im sure theres gonna be a 1.4.1 patch real soon to fix all the huge gaping holes that came with this patch.

The same thing is happening to me. Someone asked me if I was clicking on the flag at all, and I haven't been. I haven't gotten a chance to see if that makes a difference, though.

I have clicked and grabbed the flag first and not gotten a loot roll.
