I would love to get some of the mountaineer costume pieces for my Cleric, but the only daily quests I know of in IPP are level 50 and she's only 43. Does anyone know if any daily quests have been added so 40's can earn the plaques as well?

As far as I know, its only the level 50 ones.
The level 50 mobs that the quests send you to kill have a small chance of dropping one (if I do all the Chancel of Labours dailies I usually end up with a bonus plaque from a mob drop).
