the Saga events generally have a large number of players present, and is extremely friendly to low-levels. It's a great opportunity to get the porticullum(s) unlocked and check out the zone. Ultimately, it's up to you but you should be able to participate. If you are a cleric just heal and you'll get some experience and kills. Otherwise do what you can and enjoy the insanity.
I'd defiantly hit up the Guild Magistrate to stock up on Rally Scrolls.

Yea bard is the way to go if you're a low level rogue, they attacks cannot be defended against so you can hit higher level mobs and such.
whats this about bard? I am 37 Sab/ranger and just picked up bard. I am trying to figure out what to do with a bard for my 2nd role and if a bard build can give more utility for these raids, I would like some insight.
The bard is a "buffer" but you can also heal. Not really great as a healer but you can just sit back and rock your horn or medieval guitar and give everyone buffs.

Yikes. That looks complicated. At least it doesn't like twisting. The right set up on my numeric keypad might make it workable for me.
