is it permissible to substitute bolts of cloth rather than the individual items? as an outfitter, to conserve bank space I usually turn cloth into bolts.

is this something we should ask the requester about beforehand or is it ok to just swap out 25 bolts of ____ rather than 50 ____cloth?

You should ask I think. Some recipes need the cloth, some the bolts. Just depends on what the person is doing with it. ;)

Yes quite a few recipes require the raw material instead of the refined material. I'd check with the user to make sure their getting what they want.
