Nice, thank you for posting it. Been in all those zones except imperial city (of course) but still having problems remembering what zone is what level when inviting people to group up. This could prove quite useful!
Certain of those numbers are off. Period. None of the factions flatline at 43 (all the end zones have mobs up to at least 45.) Shadowfen certainly goes beyond 30. Glenumbra isn't so much tougher than the others that you must be 2 levels higher to start.
This could use some work, but for general guidelines it isn't bad. Just... take it with a grain of salt, as it isn't absolute.
