Base
  • Honing Stone - 20%
  • Dwarven Oil - 15%
  • Grain Solvent - 10%
  • Tempering Alloy - 5%
Temper Expertise I (Level 10) = 50% increase in chance
  • Honing Stone - 30%
  • Dwarven Oil - 23% (Tooltip rounds up, actual chance might not)
  • Grain Solvent - 15%
  • Tempering Alloy - 8% (Tooltip rounds up, actual chance might not)
Temper Expertise II (Level 25) = 100% increase
  • Honing Stone - 40%
  • Dwarven Oil - 30%
  • Grain Solvent - 20%
  • Tempering Alloy - 10%
Temper Expertise III (Level 40) = 150% increase
  • Honing Stone - 50%
  • Dwarven Oil - 38%
  • Grain Solvent - 25%
  • Tempering Alloy - 13%

I have temper 1,  and I can confirm that now 3 honing stones give me 90% chance and I need 4 dwarven oils to get the same 90%, so it seems accurate at least for level 1.

I'm level 35 blacksmithing and I havn't really looked at the percentages much. I do know that when I was at level 2 it took me two honing stones to get to 80% so i imagne that my now temper3 would be like two for 90-100% i'll look when I get home.

Well I have too only lvl 1 tempering on my crafts. Anyway using 3 tempers (honing stones, hemming or pitch) will give you 90% change of success to make green item. Same manner using 4 tempers (Dwarven oil, Turpens, embroidery?) will give you 90% change of success to make 90%. So based on this calculations are absolute.

Base
  • Honing Stone - 20%
  • Dwarven Oil - 15%
  • Grain Solvent - 10%
  • Tempering Alloy - 5%
Temper Expertise I (Level 10) = 50% increase in chance
  • Honing Stone - 30%
  • Dwarven Oil - 22,5% (4 x 22,5% -> 90% rate of success)
  • Grain Solvent - 15%
  • Tempering Alloy - 7,5%
Temper Expertise II (Level 25) = 100% increase
  • Honing Stone - 40%
  • Dwarven Oil - 30%
  • Grain Solvent - 20%
  • Tempering Alloy - 10%
Temper Expertise III (Level 40) = 150% increase
  • Honing Stone - 50%
  • Dwarven Oil - 37,5% (15% x 2,5)
  • Grain Solvent - 25%
  • Tempering Alloy - 12,5%(5% x 2,5)

So following that logic this would be:

Base
  • Green item - 5 pieces for 100%
  • Blue item - 7 pieces for 100%
  • Purple item - 10 pieces for 100%
  • Gold item - 20 pieces for 100%
Temper Expertise I (Level 10) = 50% increase in chance
  • Green item - 4 pieces for 100%
  • Blue item - 5 pieces for 100%
  • Purple item - 7 pieces for 100%
  • Gold item - 14 pieces for 100%
Temper Expertise II (Level 25) = 100% increase
  • Green item - 3 pieces for 100%
  • Blue item - 4 pieces for 100%
  • Purple item - 5 pieces for 100%
  • Gold item - 10 pieces for 100%
Temper Expertise III (Level 40) = 150% increase
  • Green item - 2 pieces for 100%
  • Blue item - 3 pieces for 100%
  • Purple item - 4 pieces for 100%
  • Gold item - 8 pieces for 100%

However, it only takes 5 max on any item to get 100%.  I need to double check this but I know with no picks in the skill I needed 5 for green and 5 for blue.  Now not entirely sure of purple and yellow until I get in the game later.  when I had this maxed out in testing it was:

2 for green

3 for blue

4 for purple

5 for yellow

to get the max 100%

Don't mess with Mama Bear, I might hug you too tight. =D
